Too Weird To Live, Too Rare To Die! will be released tomorrow but the album was leaked last week and it's all amazing.
There are some questions as to whether the album is from Panic! or Urie and I think that's stupid (I really wanted a nicer way to say that, but I haven't had my coffee yet [and it's a stupid question]). Brendon Urie is talented and well known enough that, if he wanted to release his own album, he could do that with incredible ease; every girl (or guy; love who you love) who has seen Urie's face would buy the album, every long time fan who has fallen for Panic! would buy the album while complaining about P!ATD breaking up, and anyone who has heard those gorgeous vocals would buy the album (I still cannot get over the fact that he sounds exactly the same live as he does recorded; I thought, for sure, that no one could sound that amazing). The album was released under Panic! At The Disco; it's an album from Panic! At The Disco. Spencer went into rehab after the album was recorded, leaving Urie to be the face of the album and its videos, but it was recorded, as always, by Spencer and Urie.
Also, if you are still bothered with the change in sound, just remember that the sound changes with every album; if you have not noticed that, you're either super young or not a fan. Either way, the new sound is awesome and fun and, as always it will grow on you if you are a fan of the band, because the vocals, the ability to write great lyrics, and those fantastically strong beats are present in every album from A Fever You Can't Sweat Out to Too Weird To Live, Too Rare To Die!.
